The Department of the Interior and Local Government (DILG) Region III achieved a historic milestone with the successful launch of the Philippines' first Regional Civil Society Organization (CSO) Academy, officially commencing the first day of classes for its pioneer batch of scholars. Held as a landmark initiative to strengthen participatory governance in Central Luzon, the Academy welcomed 77 pioneer scholars representing 16 local government units (LGUs) across the region. The activity signifies DILG Region III's commitment to empowering civil society organizations by enhancing their capacity to actively participate in local governance and development..

The launch gathered Provincial Directors, Local Chief Executives, Provincial CSO Focal Persons, DILG Field Officers, LGU functionaries, representatives from partner institutions, civil society organizations, and other key stakeholders, demonstrating strong multi-sectoral support for the Academy. Their presence underscored the shared commitment of government agencies, academic institutions, and civil society to fostering meaningful collaboration in advancing transparent, accountable, and inclusive governance.

As the Academy's inaugural scholars, the participants officially began their learning journey through a comprehensive 48-hour capacity development program consisting of four modules designed to strengthen their understanding of local governance systems, participatory planning, budgeting processes, and effective CSO engagement. The training aims to equip scholars with the knowledge, leadership competencies, and practical skills necessary to become stronger development partners of local government units and effective advocates of participatory, transparent, accountable, and inclusive governance within their respective communities.

A highlight of the activity was the ceremonial Memorandum of Agreement (MOA) Signing, which formally established the partnership among the Academy's key institutional pillars: the Department of Budget and Management (DBM) Region III, the City Government of Balanga, Bataan Peninsula State University (BPSU), Bulacan State University (BulSU), and the Guiguinto Federation of Homeowners Associations, Inc. (GFHOA). The signing symbolized the partners' collective commitment to sustaining the Academy and ensuring the successful implementation of its programs through shared resources, technical expertise, and institutional support.

As the country's first Regional CSO Academy, the initiative sets a national benchmark for institutionalizing capacity development for civil society organizations. Beyond its inaugural batch, the Academy is envisioned to continue expanding through succeeding batches, reaching more CSO leaders across Central Luzon and further strengthening citizenparticipation in governance.
