The Central Luzon Local Governance Regional Resource Center (CL-LGRRC) successfully convened its partners for the 2nd Semester Multi-Stakeholder Advisory Committee (MSAC) Meeting on November 7, 2025, at the Bendix Hotel, City of San Fernando, Pampanga. With the theme “Forging Synergies for Collaborative Governance: Partnership, Innovation, and Recognition” key partners from national government agencies (NGAs) and academic institutions actively participated, strengthening the collaborative spirit and shared commitment that define the MSAC network.

The morning session featured insightful and timely learning exchanges on critical areas of public safety, health, and digital resilience. Presentations included Earthquake Preparedness by the City Disaster Risk Reduction and Management Office of the City of San Jose del Monte, Bulacan; Understanding and Managing Influenza-Like Illnesses (ILI) by the Department of Health (DOH) Region III; and Cybersecurity in the Age of AI by the Department of Information and Communications Technology (DICT) Region III. An Awarding and Recognition Ceremony also honored exemplary MSAC partner agencies and institutions for their unwavering support and invaluable contributions to advancing CL-LGRRC’s programs and innovations in local governance and capacity development.

In the afternoon, discussions focused on strengthening digital governance across Central Luzon. ICT officials and representatives from Pampanga LGUs joined sessions led by DICT Region III and the CL-LGRRC on the Formation of an Association of ICT Officials in the Province of Pampanga—an initiative aimed at fostering interoperability, promoting shared ICT solutions, and enhancing collective capacity-building among LGUs. The ICT Office of the City of San Fernando, Pampanga enriched the discourse through its presentation, “SMART CITY HOOD: From Ideas to Sustainable Futures,” showcasing innovative, sustainable, and people-centered smart city efforts. An open forum and synthesis session encouraged reflection, knowledge sharing, and the identification of actionable strategies to strengthen collaboration moving forward.

Together, the MSAC network renews its commitment to shaping a future where innovative, inclusive, and collaborative governance drives lasting progress for the people of Central Luzon.
