In its continued pursuit of excellence in Human Resource Management and its commitment to digital transformation, DILG Region 3 conducted an Orientation on the Career, Assessment and Placement System (CAPS) on April 14, 2026 via virtual platform. Developed by the Regional Information and Communications Technology Unit (RICTU), CAPS is a web-based system designed to manage recruitment, selection, and placement processes for Department of Interior and Local Government Region III. The activity aimed to familiarize designated Provincial and Highly Urbanized City Human Resource Officers, as well as Information System Analysts, with the system’s features, functionalities, and implementation guidelines.

This initiative underscores the Department’s commitment to streamlining recruitment processes, enhancing transparency and efficiency, and supporting the standards of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). Through CAPS, the region is able to establish a centralized platform that enables real-time monitoring of applications, ensure systematic documentation, and promote merit-based and accountable decision-making in personnel selection and promotion.

In her message, Regional Director Araceli A. San Jose described CAPS as a significant milestone in the history of DILG Region 3, emphasizing its role in making recruitment processes faster, more accessible, and transparent. She highlighted that the system strengthens the region’s ability to select the most qualified and deserving individuals, upholding the principles of merit, fairness, and accountability in public service.

Meanwhile, Assistant Regional Director Jay E. Timbreza underscored that CAPS is not merely a digital tool but a strategic step toward modernizing human resource management. He emphasized the importance of collaboration, integrity, and shared responsibility among all users to ensure the effective implementation of the system, ultimately contributing to improved service delivery and organizational excellence.
