As part of its continuing efforts to promote participatory governance and inclusive local development, the Department of the Interior and Local Government (DILG) Region 3 conducted a Capacity Development Training for Civil Society Organization (CSO) Desk Officers in Central Luzon on June 17–18, 2026, at Royce Hotel, Clark.

The two-day activity brought together 137 CSO Desk Officers from across the region through both onsite and virtual participation. The training was designed to enhance their knowledge, skills, and competencies in effectively performing their roles as key facilitators of collaboration between local government units (LGUs) and civil society organizations.

The program featured discussions on relevant policies and guidelines, CSO participation in local planning and budgeting processes, strategies for managing CSO-LGU dynamics, and a Desk Officer Self-Assessment Workshop. Participants also learned from successful field experiences, where selected LGUs shared innovative approaches and best practices in strengthening partnerships with CSOs.

Through this initiative, DILG Region 3 reaffirmed its commitment to empowering CSO Desk Officers as partners in promoting inclusive, people-centered governance. By strengthening their capacities, the Department seeks to enhance citizen participation and foster stronger collaboration between LGUs and CSOs to ensure local programs remain responsive, equitable, and aligned with community needs.
