From the classroom to the community, the journey continues.

Following the successful launch and implementation of the Central Luzon Civil Society Organization (CSO) Academy, the Department of the Interior and Local Government (DILG) Region III, brings its pioneering batch of CSO Academy Enrollees to Module 5: CSO Caravan – Strengthening Partnerships for Local Governance.

More than a culminating learning session, the CSO Caravan serves as a bridge between what CSOs have learned and how they can put that learning into practice.

Through a series of learning sessions and experience-sharing, participants explored the different dimensions of meaningful CSO participation—from building partnerships with government, exercising their agency and voice, accessing institutional mechanisms, to contributing to accountability through project monitoring.

The Caravan also provided practical knowledge on CSO registration, documentation, and accreditation, while showcasing actual LGU-CSO and CSO-led experiences that demonstrate how meaningful participation can translate into concrete action at the local level.

Because meaningful participation is more than being invited to the table.

It is having the knowledge to enter the space, the confidence to speak, the opportunity to contribute, and the commitment to help shape the decisions and actions that affect our communities.

As the CSO Academy journey moves forward, we hope that our participants will carry with them not only new knowledge, but also a stronger sense of agency, purpose, and responsibility as partners in local governance.

From knowing to doing.
From participation to partnership.
From learning to action.

Together, let us continue building a local governance where government and civil society do not simply work alongside each other, but work with each other—toward more inclusive, responsive, transparent, and participatory communities.

The journey does not end with the Academy. This is where participation begins.
